Challenge
A South Asian government was seeking to bolster formal financial inclusion and digital service offerings for small players. To that end, the state bank, in collaboration with two international development institutions, planned to launch a high-volume micropayments gateway, in the understanding that any such platform would have to adhere to the strict guidelines of governance, interoperability, and inclusion required by the donor partners.
Result
Following a requirements-gathering process that involved close engagement with the state bank, government, commercial banks and other financial services providers, as well as an analysis of international best practices and systems, the team generated a detailed set of guidelines for the project. They then drew on that analysis and a range of business cases to craft a Target Operating Model and a technical RFP via which a vendor was chosen for a new real-time switch.
